The late founder, 
Apostle & Chief Bishop E.L. Locke II started this ministry after many years of evangelistic work.  He builit over 20 + churches from the Lloyd Street Holiness Church to where we are today, the All Saints Holiness Church of the Apostolic Faith, Inc.
He will be greatly missed but never forgotten 1920-1996.
